Overview
WMATA's Art in Transit Program is commissioning an Artist/Artist-led Team to create a site-specific artwork as part of the Northern Bus Garage Reconstruction Project on 14th Street NW between Decatur and Buchanan Streets NW to serve as a welcoming landmark.
About the Northern Bus Garage
Built in 1906 as a streetcar storage facility and closed in 2019, the garage is being reconstructed into a modern bus maintenance and operations facility. The new garage will house up to 150 buses and infrastructure to support Metro's all-electric bus fleet. Reconstruction began in 2023 and is expected to be completed in 2027. The new garage will invigorate the community with new retail opportunities and improved streetscapes.
Selection Process
The project uses a two-phase selection process. Phase 1: Artists/Artist-led Teams submit qualifications; an Art Selection Panel will select a maximum of five finalists. Phase 2: Finalists submit site-specific design proposals through CaFÉ. The Art Selection Panel will rank proposals based on evaluation criteria.
Phase 1 Submission Requirements
Prepare and submit qualifications in accordance with RFQ requirements. Submission limit: 1.

Phase 2 Requirements
Phase 1 finalists will receive a $3,500 stipend to prepare and submit Phase 2 design proposals. Proposals shall include a cost estimate breakdown of the $330,000 budget covering artist fee, design (up to two revisions), engineering and architectural services, permits, fabrication, concrete base, lighting, shipping, travel, insurance, overhead, installation, and community engagement costs. Finalists must also submit a project schedule for fabrication and installation and evidence of experience sufficient to demonstrate the ability to successfully complete the project.
Award
The resulting contract will be a firm-fixed-price contract for $330,000. Phase 1 finalists receive a $3,500 stipend for Phase 2 proposal development.
