About
Overview
The Matching Fund Scheme (MFS) supports arts projects of different art forms including literary arts, performing arts, visual arts, film and media arts, arts education, community arts, arts criticism, etc. Applicants must pledge no less than HK$30,000 in cash donations/sponsorships from non-government organisations. HKADC will match donations/sponsorships up to a 1:1.5 matching ratio, with a maximum of HK$2.25 million matching grants per arts group per financial year.

Eligibility
MFS accepts applications from arts groups in three categories: (a) currently receiving or having received grants under HKADC's Year Grant Scheme or Literary Arts Platform Scheme in the past three years; (b) currently receiving HKADC's Project Grant; or (c) other arts groups with proven track record of promoting arts in Hong Kong, led by professional arts practitioners. All applicants must be charitable institutions and trusts of a public character exempt from tax under section 88 of the Inland Revenue Ordinance (Cap 112).

- In person: Deposit in collection box by 31 March 2026 by 6pm

- Post/courier: Postmarked or pickup date no later than closing date
- No duplicate submissions; late or incomplete applications will not be processed
Application Process
- Application Submission: Must meet deadline; acknowledgement letter issued within 1 week
- Application Assessment: Reviewed by Arts Advisors/Examiners/Assessors and Advisory Committee
- Notification of Result: Written notification within 4 months of deadline
- Funding Agreement: Sign within 3 months and provide pledged donations/sponsorships
- Disbursement: 80% of matching grants disbursed approximately 20 working days after receiving signed agreement and donations
- Project Execution: Must start within 6 months and complete within 1 year; HKADC arranges assessor(s)
- Project Completion: Submit final report and audited account within 6 months of completion
Project Requirements
The approved project must start within 6 months and be completed within 1 year from receipt of the Offer Letter. The grantee must carry out the project according to approved details and budget. Any modifications or amendments require prior written consent from HKADC, with applications for changes to be made in writing within 45 days before the original agreed period expires. The performance period is extendable once only.
