Up to 250,000.00 Euro including VAT is available for the realization of the art, covering fees, management, material, and production costs, including all incidental expenses. A total prize sum of 14,000.00 Euro including VAT is available for prize money. Participants in the 1st phase will not receive an expense allowance. Competition participants in the 2nd phase (a maximum of 10 individual applications or working groups) will each receive an expense allowance of 4,000.00 Euro including VAT, provided a submission compliant with the competition conditions is submitted on time.
The competition is an open, two-phase process conducted anonymously. Participants are asked to develop fundamental artistic approaches in the form of an idea sketch with conceptual considerations for the new building. The jury will select up to 10 concepts for the 2nd phase.
In this phase, a detailed elaboration of the design for realization is expected, going beyond the fundamental approaches.
