Overview
The Office for Art in Public Space (Büro für Kunst im öffentlichen Raum) manages art competitions for publicly funded construction projects in Berlin. For all public buildings, roads, plazas, and parks—such as schools, kindergartens, administrative buildings, and other construction projects—1 to 2 percent of the construction budget is allocated to art, as defined in the Construction Directive (ABau).
Competition Types
- Closed competitions: Selected artists are invited by name to submit artistic designs and receive compensation for their effort. One or more proposals selected by the jury are realized.
- Open competitions: Available for larger investment sums, all artists may participate. Competitions occur in two phases: first phase submission of a concept idea (unpaid), second phase development of a realizable design (compensated).
- Pre-qualified competitions: Artists submit portfolio examples of previously realized work without submitting designs for the specific project. Selected participants are then invited to a closed competition.
Jury Composition
Decision-making bodies consist of an odd number of members with parity in representation. Members must have relevant expertise, including visual artists, representatives of the commissioning body and end-users, architects, representatives of the professional public, and relevant administrators. Art experts should be in the majority.
