Overview
This page describes the three methods by which Sachs Program grant awards can be disbursed at the University of Pennsylvania: Internal Transfer via Fiscal Conduit, Penn Marketplace Award, and SAC Account Transfer. Disbursement method depends on the grant category and nature of the project, in accordance with university policies.
Disbursement Methods
- Internal Transfer via Fiscal Conduit: Grant funds transferred to a Penn department, program, or center to manage as a designated Fiscal Conduit. The Conduit works with the grantee to spend against the grant using a university budget code for supplies, contributor payments, travel, and other approved expenses.
- Penn Marketplace Award: Grant funds disbursed directly to individual Penn students, faculty, and staff members as Awards through the Penn Marketplace. Awards are subject to tax but not employee benefits.
- SAC Account Transfer: Student groups supported by the Student Activities Council with an active SAC account can receive grants as a transfer to their SAC account if approved by the Office of Student Affairs.
Requirements by Grant Category
- Student Grants: Must be received as Awards through Penn Marketplace, except for student groups with active SAC accounts (if approved by Office of Student Affairs).
- Artist Residency Grants: May only be disbursed through a Fiscal Conduit.
- Community Partnerships Grants: May only be disbursed through a Fiscal Conduit.
- Curricular Support Grants: May only be disbursed through a Fiscal Conduit.
- Independent Creative Production Grants: May be disbursed through Fiscal Conduit or as an Award through Penn Marketplace (Award only when project is outside scope of assigned Penn duties).
- Project Support Grants: May be disbursed through Fiscal Conduit or as an Award through Penn Marketplace (Award only when project is outside scope of assigned Penn duties).
- Rolling Grants: May be disbursed through Fiscal Conduit or as an Award through Penn Marketplace, depending on nature of request (Award only when project is outside scope of assigned Penn duties).
Award Eligibility for Faculty and Staff
Faculty and staff may receive Sachs Program Grants as Awards through Penn Marketplace only when the project is outside the scope of their assigned Penn duties. A project is outside this scope when the proposed activities are not: (a) required by the employee's job description or appointment expectations; (b) deliverables for a Penn unit; (c) part of a Penn course, departmental curriculum, or programmatic activity; or (d) conducted under Penn-directed supervision as part of paid work time. If the project is related to the discipline or field in which a faculty or staff member works at Penn, they may still qualify for an Award so long as the project is independent work and outside the scope of their assigned Penn duties.
