This licence is for any person or business that buys and deals in old gold and other precious metals for the purpose of smelting and recovering those metals and jewellery.

Application Requirements
All applicants must submit: Provincial Business Name Registration or Franchise Agreement Declaration, Operating Information Questionnaire, and Occupancy Declaration Form signed by property owner/landlord and applicant. Your first and last names must match all identification and documents.
Documents by Entity Type
- Sole Proprietor: Photo ID, proof of work status, Canadian Birth Certificate or Passport or Citizenship Card or Permanent Resident Card, Social Insurance Card, and Criminal Record & Judicial Matters Check (valid 1 year)
- Corporation: Articles of Incorporation or Corporate Profile Report (issued within 1 year), photo ID for all officers/directors, Criminal Record & Judicial Matters Check for all officers/directors (valid 1 year), and Annual Return for Corporation Declaration. If applying as signing authority, also submit signing authority photo ID and letter on corporation letterhead signed by director within 30 days.

How to Apply
You can apply online or in-person. Online applications take 10–15 minutes and cannot be saved, so have all documents ready to upload first. In-person services are available at 850 Coxwell Avenue, 3rd Floor. Walk-in services available Monday–Friday 8:30 a.m.–4:00 p.m., or book an appointment online. Digital copies are not accepted for in-person applications.

Second Hand Goods Register
Prior to licence issuance, you will be provided a Second Hand Goods Register book to maintain records of all goods received, exchanged, or obtained at your place of business or elsewhere. Entries must be made when goods are received or immediately after. The register may be inspected by bylaw enforcement.
Screening Criteria
Applications will be denied for applicants convicted of sexual offences against minors or persons with disabilities, sexual offences in the preceding 10 years, firearms/weapons offences in the preceding 5 years, offences against persons or property in the preceding 5 years, terrorism offences at any time, major assaults or major sexual assaults at any time, drug trafficking/importing/exporting/production offences in the preceding 10 years, or drug possession offences in the preceding 5 years.
