The Foundation Skopje – European Capital of Culture 2028 is launching an Open Call for Expressions of Interest for the selection of independent national and international experts to establish the Register of Independent Experts – Evaluators of Skopje 2028. Selected experts will conduct independent, objective, professional and impartial evaluations of project proposals submitted under the programme.

Independent professionals and experts from North Macedonia and abroad. Particular consideration will be given to experts with experience in European Union programmes, Creative Europe, European Capital of Culture (ECoC), international cultural cooperation, grant schemes and independent project evaluation.

  • At least 5 years of relevant professional experience
  • Excellent written and spoken English language skills
  • Ability to work with digital tools and online evaluation platforms
  • Professional independence and no conflict of interest

Depending on the specific call for proposals, experts may be engaged to independently assess and score project proposals, prepare Individual Evaluation Reports (IER), participate in consensus meetings and evaluation panels, assess project budgets and value for money, and perform other professional tasks directly related to the relevant evaluation cycle.

Evaluations will be carried out according to predefined criteria and methodology, including relevance to the programme, European dimension, artistic quality and innovation, implementation capacity, audience development and community engagement, sustainability and legacy, and budget and value for money.

Independent professionals and experts from North Macedonia and abroad with at least 5 years of relevant professional experience, excellent English, ability to work with digital tools, and professional independence with no conflict of interest.
