Overview
The Omaha Tribe of Nebraska operates a Temporary Assistance to Needy Families (TANF) program authorized under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, Section 412. The program began October 1, 2024, with direct federal funding from the Department of Health and Human Services to provide financial assistance and social services to eligible tribal members.
Program Goals
- Discourage dependency by assisting families to develop plans for self-sufficiency
- Provide funds and/or services to families at risk of welfare dependence
- Encourage completion of at least high school education
- Discourage unwed pregnancies, especially among teens
Services Offered
- Job preparation, work, and supportive services to enable self-sufficiency
- Financial assistance and social services for eligible clients
- Case planning with coordination with tribal, local, state, and federal resources
- Support in gaining or regaining self-sufficiency
Eligibility Requirements
- Enrolled member of federally recognized tribe
- Valid tribal identification and Social Security card
- Reside on the Omaha Reservation (Thurston, Burt, Cumming counties in Nebraska; Monona county in Iowa)
- At least 18 years old (individual applicants)
- Income below 155% of poverty level or unemployed/underemployed

- Proof of residency (utility bill, postal mail, or head of household statement)
- Tribal ID, CDIB letter or card
- Income verification (unemployment letter, termination/resignation proof)
- Pre-screening drug testing (provided by program)
Application Process
Individual applicants must be at least 18 years old and live independently. One and two-parent households must apply as a family unit. Families with dependent children under 18 must apply for TANF first. The head of household must be at least 18 years old and apply on behalf of the entire household.
