Cannabis Commission - Omaha Tribe of Nebraska

Overview

The Omaha Tribe of Nebraska Cannabis Regulatory Commission is accepting applications for commercial cannabis licenses. All licenses are revocable privileges under Tribal law and are not property rights.

Who May Apply

• Natural persons 21 years or older
• Business entities formed under Tribal, state, or federal law, including corporations, LLCs, partnerships, and Tribal enterprises

• Cultivation
• Processing / Manufacturing
• Testing Laboratory
• Transport / Distribution
• Nursery

• Form B – Ownership and Financial Disclosures
• Form C – Operations and Compliance Plan
• Form D – Premises and Security Plan
• License-specific supplements (Forms E–J as applicable)
• Non-refundable application fee and separate license issuance fee

Application Review Process

Applications are reviewed for completeness, then scored and ranked using published merit-based criteria. No random lotteries are used for selection. Evaluation factors include suitability and integrity of owners, business competence, compliance systems, Tribal Member equity, local hiring plans, and community impact.

• Non-refundable application fee
• Separate license issuance fee if approved
• Annual renewal fees required to maintain active license
• Specific fee amounts set in separate Commission fee schedule

Pre-Operational Requirements

No commercial operation may begin until the premises passes pre-operational inspections including building, fire, security, and inventory systems. The Commission may issue conditional licenses requiring specified conditions to be met before operations commence.
